Potential Applicant’s Queries and Responses: Call for Proposals for the Komesha FGM SASA Project NOTE: These questions/queries have been consolidated from various applicants and have been consolidated. No. Question Answer 1 Can proposed activities be adapted to local contexts, or must they strictly follow the description in Section 1.3? The proposed activities are already contextualized to Kenya and should thus follow the description provided, except when there is a need to further contextualize them. Applicants musesent their implementation approach in their applications 2 How will UNFPA measure long-term outcomes versus immediate outputs? Key performance indicators, aligned with the logical framework, will be used to measure outputs and outcomes. UNFPA and EU staff will conduct joint field monitoring visits to observe the implementation of programme activities and interact with stakeholders. 3 What are UNFPA’s expectations for sub-contracting frameworks, such as eligibility criteria and budget limits? Applicants must demonstrate their capacity and internal modalities for sub-granting in their proposals. The IP shall be responsible for the professional and technical competence of its subcontractors and will select, for work under any Agreement, reliable subcontractors who will perform effectively in the implementation of the Agreement, respect human rights and local customs, and conform to a high standard of moral and ethical conduct. It is expected that subgrantees shall deliver within the agreed budgets. 4 Are there existing toolkits for community dialogues, or should they be developed independently? CSOs/CBOs will execute community-level dialogues and forums as per their proposed approach and subject to further discussions and approval by UNFPA. 5 How should success stories or challenges from community dialogues be documented? Success stories, lessons learned, and outcomes of these efforts will be documented to inspire similar initiatives in other communities and with stakeholders. The documentation will be a collaborative exercise conducted by the implementing partner in consultation with UNFPA and/or by UNFPA in collaboration with the selected partner. 6 Are specific training curricula required for FGM-focused PFA/MHPSS? The PFA/MHPSS standards and protocols will be adapted as appropriate. 7 Must applicants operate in all seven counties, or is partial coverage acceptable? Applicants must demonstrate their capacity to operate in all seven counties. 8 What constitutes "demonstrated presence" in the target counties? Evidence may include past project reports, partnership agreements, referees, and local offices in the respective counties.
