The Position:
The Technology-Facilitated Gender-Based Violence (TFGBV) Programme Analyst is responsible for providing quality implementation of the new Making All Spaces Safe: Global Programme to Address TFGBV (MASS) in support of the implementation of the UNFPA GBV Operational Plan, Flourish. This role will support increased coordination across CSOs, academia, Government, digital rights and feminist movements, technologists, and business and tech to ensure a strong foundation movement for ending TFGBV in Kenya, supporting women in all of their diversity, and successfully implementing MASS. This position will support technical and convening support to bring together organizations, civil society, and the private sector/tech companies to better prioritize, understand, prevent, and address the growing scourge of technology-facilitated gender-based violence.
The position will also require a high level of coordination across UNFPA KCO, ROs, HQ and require coordination across the relevant government ministries, UN agencies, and donors within Kenya.
The TFGBV Analyst will report directly to the GBV/Gender Advisor and will work under the overall guidance of the Resident Representative and Deputy Representative.

Job Purpose:
The TFGBV Analyst will support the UNFPA Kenya Country Office in strengthening the response and prevention capacity for Technology-Facilitated Gender-Based Violence (TFGBV) and in leveraging technology to enhance GBV responses. The Analyst will contribute to implementing UNFPA KCO’s strategy to address TFGBV under the Making All Spaces Safe: Global Programme to Address TFGBV (MASS). This position will ensure the quality execution of UNFPA’s role in convening a wide range of relevant stakeholders, including policymakers, civil society organizations (CSOs), women’s and digital rights movements, business and tech sectors, technologists, media, academic institutions, international organizations, bilateral partners, community leaders, law enforcement, and survivors, for the prevention and response to TFGBV.
You would be responsible for:
Technical Assistance:
- Provide technical guidance to support high-quality TFGBV interventions, including data collection and measurement, legal and policy frameworks, response strategies, and prevention efforts in Kenya.
- Strengthen the integration of TFGBV into existing GBV interventions across Kenya, ensuring that TFGBV is effectively addressed within broader gender-based violence programming.
- Enhance UNFPA Kenya's leadership in advancing the response to and support for survivors of TFGBV, including ensuring that all technology and digital spaces are developed and utilized in accordance with safe, ethical, and survivor-centered guidelines.
- Lead the rollout of the Guidance on the Safe and Ethical Use of Technology in GBV Interventions within the UNFPA programme in Kenya (and among implementing partners), including key stakeholders such as academia, women’s and digital rights movements, government agencies, and civil society organizations (CSOs). This will involve advocating for the adoption of the guidance and supporting advocacy with business and tech sectors for Safety by Design.
- Foster partnerships with UNFPA KCO to support complementary programming, including the safe and effective digital information and data management system rollout.
Programme management and capacity Development
- Organize technical workshops, inter-agency meetings, panel discussions, roundtables, working groups, and other events focused on TFGBV in Kenya, ensuring active participation and knowledge sharing among stakeholders.
- Provide technical review and quality assurance for training manuals, modules, tools, and other resources developed to support multi-sectoral TFGBV response efforts, ensuring they meet high standards and are aligned with best practices.
- Build the capacity of UNFPA stakeholders and partners in Kenya to understand, address, and respond to TFGBV while promoting technology's safe and ethical use in these interventions.
- Facilitate and sustain partnerships in the country to advance Safety by Design efforts, ensuring effective responses to and prevention of TFGBV and promoting the responsible and quality use of technology in these efforts.
- Engage with stakeholders to expand coordination and improve the quality of TFGBV programming implementation in Kenya, including enhancing data collection, research, response strategies, and prevention efforts.
- Enhance UNFPA’s programmatic impact by fostering seamless collaboration across teams to strengthen our capacity in designing and implementing effective, safe, and survivor-centered case management programs.
- Promote the increased use of appropriate technologies for GBV interventions, data collection, and monitoring, supporting the adoption and utilization of technologies that can help prevent and respond to TFGBV effectively.
- Oversee the planning, implementation, and monitoring of TFGBV-related projects in line with UNFPA's programming objectives. Ensure that project milestones and targets are met, and provide regular updates on progress to senior management and key stakeholders.
- Provide support in the preparation of annual work plans and budgets for TFGBV programming, ensuring that financial and human resources are effectively allocated and utilized to achieve program objectives. Ensure that projects are managed within budget and timelines and in line with UNFPA policies and procedures.
- Prepares donor reports, ensuring that progress and outcomes related to TFGBV prevention and response are clearly communicated and aligned with donor expectations.
Evidence, Knowledge Development & Dissemination
- Manage communication activities related to TFGBV programming, including keeping KCO staff at all levels updated on the development of knowledge products, tools, and resources relevant to TFGBV.
- Support the development of Technology-Facilitated GBV (TFGBV) as a key area of focus for UNFPA Kenya CO’s knowledge generation and programming, ensuring alignment with strategic priorities.
- Review and synthesize GBV programming experiences in Kenya, curating evidence and materials for shared learning platforms to promote best practices and lessons learned.
- Contribute to the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, and correspondence on TFGBV-related issues, ensuring high-quality and timely outputs.
- Provide technical support in the development and enhancement of TFGBV monitoring and evaluation practices, helping to improve data collection, analysis, and reporting mechanisms.
- Participate in inter-agency forums and capacity-building activities on TFGBV, including addressing intersectional issues as needed, to foster collaboration and knowledge exchange.
Perform other duties as assigned by the supervisor, Deputy Representative, and/or Resident Representative, ensuring flexibility and responsiveness to programmatic needs.

- Advanced university degree (Master’s Degree or Higher) in social work, gender, public health, international development, or other related disciplines.
